Condemnation of the Terrorist Attacks by the Islamic Republic of Iran against Refugees and Political Parties in the Kurdistan Region
To: The Secretary-General and the Security Council of the United Nations; The Government of the United States and Allied Countries; The Federal Government of Iraq; and International Human Rights Organizations.
Over the past 21 days, the regime of the Islamic Republic of Iran, in continuation of its systematic crimes, has flagrantly and repeatedly violated Iraq’s national sovereignty as well as fundamental principles of international law on dozens of occasions. Through a series of coordinated, repeated, and indiscriminate missile and drone attacks, the regime has relentlessly targeted refugee camps and the headquarters of Iranian Kurdish political parties.
These organized acts of aggression are being carried out despite the fact that Kurdish political parties have, for years, confined their activities to political struggle and have not posed, and do not pose, any military threat to the region. Therefore, these continued attacks serve solely as a pretext to sustain and legitimize a cycle of violence, repression, and intimidation, aimed at spreading fear and terror.
These acts of aggression have placed the lives of hundreds of civilians, including numerous children, in grave and immediate danger, and have resulted in the secondary displacement of defenseless families under severe humanitarian conditions.
We call upon the international community, particularly the United States and its allies, to:
1. Utilize all available channels and instruments of influence to compel the Iranian regime to immediately cease these attacks and to guarantee the safety and security of refugees.
2. Take urgent and necessary measures to equip refugee-populated areas with effective air defense systems in order to protect civilians from ongoing missile and drone threats.
3. Dispatch an impartial and independent investigative body to examine the full scope of these crimes and to document the casualties and damages inflicted upon the refugee population.
To the Government of Iraq, as the Host State:
Under international law, the Government of Iraq bears primary and direct responsibility for ensuring the protection and safety of Kurdish refugees and political activists within its territory. We urge the Iraqi government to move beyond symbolic statements and take decisive and effective action to guarantee their physical security. Iraq must firmly oppose these violations of its sovereignty by Iran and pursue this matter through the highest international legal and political mechanisms.
The time for action is now. Silence in the face of these crimes constitutes a de facto green light for the continuation of state terrorism.
